Under general direction, the Chief Plant Operator assumes full management responsibility of the assigned wastewater treatment plant by exercising administrative and operational supervision. The Chief Plant Operator is responsible for all reporting, annual inspections and regulatory correspondence with the Texas Commission on Environmental Quality (TCEQ). The Chief Plant Operator supervises the performance and performs repairs and maintenance at the assigned wastewater plant, ensuring systems function properly and meet all required standards.


Receives general supervision from the Wastewater Superintendent.

Exercises supervision over assigned treatment plant operators, maintenance workers and equipment operators.


Principal duty is to oversee and participate in the daily operations and maintenance of the assigned wastewater treatment plant and associated facilities, including implementation and compliance with TCEQ permit requirements for effluent quality, storm water and re-use water.

Plans, organizes, assigns, coordinates, and directs departmental operations at the assigned wastewater treatment plant to ensure the provision of efficient and effective services to the citizens, customers and other stakeholders of the City with an overlying focus on customer service and operational sustainability. Assigns work activities, projects and programs. Monitors workflow; reviews and evaluates work methods and procedures; recommends and implements improvements and modifications.

Provide or coordinate staff and employee training; work with employees to coach, mentor and correct deficiencies; implement discipline and termination procedures. Develops, maintains, and administers an adequate labor force to meet the needs of the Wastewater Department. Provides leadership and employee development through staff meetings, and other interactions, which facilitate discussion about day-to-day management to create a culture of continuous improvement.

Foster and maintain functional harmony between personnel and identify and immediately resolve employee issues in a timely, consistent and professional manner, in accordance with City policies and applicable law; lead by example; mentoring, coaching and developing employees, and maintaining unrestricted accessibility to personnel (open door practice); must have the ability to work well with others and have a good/pleasant attitude.

Participates in the development, administration, and oversight of the department budget. Supervises and controls expenditures of the assigned wastewater appropriations. Assists with development and management of the budgets, both operational and Capital Improvement Projects; develops and updates maintenance plans to include new key issues, staffing need forecasts, future budget needs, and other critical factors of operational concern. Assists in developing policies, procedures and long-range plans for implementation within the department.

Responsible for initiating and enforcing rules and regulations relating to compliance with City policy and standard safety policy measures with personnel. Responsible for exercising care and compliance with City policy and standard safety policy measures to ensure personal safety.

Effectively and courteously communicates with public and other employees by telephone, in writing and in person. Assists with investigating and resolving consumer/citizen inquires and/or complaints. Responsible for employee relations within the Wastewater departments.

Ensure assigned wastewater department personnel receive appropriate training and obtain certifications as required by law.

Develop and maintain standard operating procedures (SOPs) for all plant operations and other areas of assigned responsibility. Maintain an accurate and legible system of records concerning operation and maintenance procedures.

Secure operational and professional development training as necessary to enhance operational and administrative expertise as and when included within operating budgets. Maintain required Class B certification. Identify and direct and/or provided ongoing training for subordinates in position relevant aspects of department.

Works with outside entities, including Texas Commission on Environmental Quality, Bell County Water Control and Improvement District No. 1, Coryell County, Bell County, Lampasas County, Fort Hood and area cities and entities as necessary.

Proficient in the use, maintenance and diagnosis of Wastewater related processes, pumps and equipment to include ultra violet disinfection, belt filter press, lift station, return/waste activated sludge, aeration basins, clarifiers and laboratory analysis. Oversees the analysis of wastewater, sludge, and effluent samples to provide data for the efficient operation of wastewater treatment plants.

Responsible for oversight and implementation of the storm water general permit compliance at assigned wastewater treatment plant.

Responsible for coordinating and responding to emergencies (inclement weather, natural disasters, power failures, etc.) within the Wastewater division, which may likely require after-hours response.

Performs work involving the application of logical principles and critical thinking to solve practical problems within or applying to a unit or division of the organization; requires continuous, close attention for accurate results and frequent exposure to unusual pressures. An enhanced attention to detail and the ability to evaluate all potential outcomes to a course of action, along with the assessment of associated organizational risks, is critical. Keep management advised of potential plant issues which may affect operation expenses or treatment efficiency.

Performs other essential duties as determined by the Wastewater Superintendent to achieve successful operations and mission accomplishment of the department and City as a whole.

Regular and timely attendance is an essential job function. It is an essential function of this position that you report to work on time, work your scheduled hours and respond to after-hours emergency incidents.


Serves as a member of various employee committees, as assigned.

Operates a variety of power construction and maintenance equipment used in the department.

Performs other duties as assigned.


Graduation from high school or GED equivalent; Associate degree preferred, but not required; AND

Five (5) years of experience in municipal or related wastewater system operations is required with at least two (2) years of supervisory or managerial responsibilities preferred;

Must possess or obtain a valid Texas CDL Class B or higher Driver's License within 6 months of hire with insurable record;

Must possess a current Texas Class B Wastewater Certification or higher and must maintain TCEQ Wastewater Certification for continued employment.


Knowledge of equipment, facilities, materials, methods and procedures used in wastewater collection and treatment systems;

Knowledge of TCEQ regulations pertaining to effluent quality, storm water and reuse water permits;

Knowledge of modern principles and practices of wastewater treatment;

Knowledge of state and federal regulations for maintenance and construction of wastewater systems and safety procedures;

Knowledge of principles of effective administration, to include planning, directing, evaluation and coordinating;

Skill in both verbal and written communications for effective expression of concepts and ideas and clarity in task assignment;

Ability effectively communicate complex technical information, orally and in writing to establish effective working relationships with regulatory entities, contractors, engineers, owners, and the general public;

Ability to coordinate the design of and supervise the construction inspection of complex Wastewater projects.

Ability to prepare reports for state and federal agencies;

Ability to meet and maintain certification standards through appropriate training courses;

Ability to perform during adverse and stressful conditions; willingness and ability to report for duty as situations require.

Ability to perform required mathematical computations;

Ability to handle several duties at once and prioritize jobs;

Ability to report for duty as situations require.
